A data-center project may reference ISO 19650 in the employer's information requirements, the BIM execution plan, or the professional services agreement. Teams then ask: what does compliance actually mean? The answer is less prescriptive than expected. ISO 19650 provides a framework for managing information using BIM — it does not specify software, mandate LOD tables, or define what your model must contain. That is the project's job.
What ISO 19650 is — and is not
ISO 19650 is an international standard for organising and digitising information about buildings and civil engineering works, including building information modelling (BIM). It establishes concepts, principles and requirements for information management during the delivery and operational phases of assets. It is not a BIM manual, a software specification, or a detailed template for project documentation.
The standard was developed from the UK's BS 1192 and PAS 1192 series, which were widely adopted in UK public-sector BIM mandates from 2016. ISO 19650 internationalised and restructured those documents, making them applicable globally while retaining the core workflow concepts.

Parts 1 and 2 are most relevant for delivery-phase BIM coordination on data-center construction projects. Part 3 applies if the client intends to manage the asset using BIM beyond handover. Part 5 is relevant for projects with heightened security requirements — many data-center clients fall into this category.
Core concepts for project teams
Information requirements
ISO 19650 distinguishes three levels of information requirement. Organisational information requirements (OIR) relate to strategic business objectives. Asset information requirements (AIR) describe what information is needed to manage an asset over its life. Project information requirements (PIR) specify what is needed for a particular project. These cascade into exchange information requirements (EIR) — the deliverables at each project exchange.

- Without clear EIR, the BEP cannot specify what information to produce.
- EIR should state purpose, level of information need, and acceptance criteria — not just LOD 300.
Common data environment (CDE)
The CDE is the agreed source of information for the project. It is not just a file server. ISO 19650 describes a CDE with defined information states (typically Work in Progress, Shared, Published, Archived) and a workflow for promoting information between states. The CDE ensures that everyone works from the same version of truth.
BIM execution plan (BEP)
The BEP is the appointed party response to the information requirements. It documents how the team will produce, manage and deliver information — roles, software, naming, coordination processes, QA gates, exchange schedule. The BEP is a project-specific working document, not a standard template.
Level of information need
ISO 19650 uses level of information need to describe what information (geometry and data) is required for a given purpose at a given exchange. This replaces the older shorthand of LOD (level of development/detail). The principle: specify what is needed, why, and for what use — not a blanket LOD number.
Applying ISO 19650 to data-center projects
Data-center projects have characteristics that shape how ISO 19650 concepts are applied.
- Congested MEP — coordination is critical; CDE states and federation cadence must keep pace.
- Repetitive modules — level of information need may vary between typical-bay design and instance placement.
- Prefabrication — vendor models must integrate under the same coordinate and naming rules.
- Security sensitivity — ISO 19650-5 may apply; CDE access controls and data classification matter.
- Operational data — if the client wants an asset information model, PIR/AIR must be defined upfront.

None of this is unique to ISO 19650 — it is good practice. The standard gives it structure and common vocabulary. But the structure is empty until the project fills it with specific requirements, software choices, naming conventions and coordination cadences.
Common misapplications
ISO 19650 compliance claimed without a CDE
Why it happens. Documents on email and SharePoint folders are not a CDE.
Impact. No state model, no version control, no single source of truth.
Mitigation. Implement a CDE with defined states before claiming compliance.
BEP copied from another project
Why it happens. Faster than writing project-specific content.
Impact. Wrong software, wrong cadence, missing disciplines.
Mitigation. BEP must respond to the actual EIR and project scope.
LOD specified without purpose
Why it happens. LOD 350 sounds rigorous.
Impact. Over-modelling or under-modelling; no clarity on what data is needed.
Mitigation. Use level of information need: geometry, data, purpose, exchange.
No information requirements defined
Why it happens. The contractor will sort it out.
Impact. No EIR means no BEP; information production is unmanaged.
Mitigation. Define OIR/AIR/PIR/EIR before BEP development.
FAQ
- Is ISO 19650 mandatory?
- Only if the appointment requires it. UK public-sector projects typically mandate ISO 19650 via employer's information requirements. Private-sector clients may or may not reference it. The standard itself has no legal force outside contractual adoption.
- Does ISO 19650 specify software?
- No. The standard is tool-agnostic. It describes processes and information states, not Revit or IFC. Software choices belong in the BEP.
